✨ Investigate ability to use both Streamlit and spark conjointly

User asked would it be possible to release a version Jupyterlab with the ability to use both Streamlit and spark?

Describe the context.

Raised from support request #476

User would like to be able to use Streamlit on the AP, as per this request: https://github.com/ministryofjustice/data-platform-support/issues/351

User is however on one of the spark instances of Jupyterlab [jupyter-lab-all-spark v3.1.13] and need to maintain ability to use spark.

Value / Purpose

This would allow the user to integrate more tools to her daily working
