Look into the way we handle methods for timestep arrays and make sure it is consistent with Julia, starting with looking at implementing things like indexing with a colon and index as in #748, and also considering things like math on Timestep Arrays eg. the previous request to "implement mean(TimestepArray, Int) to be used in run_timestep functions"
