Dnes rikame, že ISIN_ready=true pokud mame ISIN ID daneho pacienta a pokud ten nemá očkování. Updatoval bych to tak, že pokud my už v DB máme první dávku daného pacienta, tak bude ISIN ready v případě, že má v ISINu právě 1 dávku. Tzn. bude to fungovat na první i na druhou dávku.

Souvisí to i s #348.
