Form outside of <turbo-frame> updates the full page

I've updated the playground to demonstrate the following issue.

1. The form is not contained in any <turbo-frame> element.
2. The form data-turbo-frame targets the dynamic-frame form-frame <turbo-frame> elements
3. Enabling the module (clicking the checkbox) and pressing the form button (submitting) the form refreshes the whole page, not the targets.

It looks like links doesn't work as well outside the frames. Any updates?
