Move Localization and tokens.ts files to DevX content repo

The aim is to separate the content from the GE client application. At the moment the localization team have two repos they need to update with each change on the files that need localization, and the ideal solution would be moving ge.json and token.ts files to the DevX Content repo and creating an automatic process to update the files in the two repo regularly.
