Permissions under the anonymous experience do not show up on the modify permissions tab #1640

Describe the bug
When not logged in and attempt to get the permissions of a URL, they fail to show up in the modify permissions tab.
Works as expected in the authenticated experience

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://developer.microsoft.com/en-us/graph/graph-explorer
  2. Do not sign in (if signed in, sign out)
  3. Click on the permissions tab
  4. Notice it says that the permissions are not available
  5. Check the network tab. Notice that permissions are fetched successfully

Expected behavior
Opening modify permissions shows the permissions for URLs where permissions exist
