Description of the new feature/enhancement

Interactive Upgrade: The ability to receive a list of upgradable apps, and interactively select which ones to upgrade.

Simplifies cases where I want to upgrade a subset of apps, but I also don't necessarily want to pin (#476) apps either.

Proposed technical implementation details (optional)

A variation of winget upgrade that accepts something like --select (or something else good, -i is already taken) that gets the same "upgradable" list, but allows you to select which packages to upgrade and then upgrades that subset. Assumes rich TTY support
