Getting a 0x8024500c from msstore on w11 21h2 and no err on 22h2

I am guessing that there is some patch that was added to the 22h2 rollup that allows the requireprivatestoreonly GPO to be deployed on 11, but still allows for winget to access the msstore source.

Compared Store app versions (22306.1401.1.0) which are equivalent so doesn't seem to be the app itself. 21h2 is eos till 10/2024 so upgrading is not the preferred path. We can deploy a KB though if we can figure out which one is the fix.
