Why does monaco-editor support IE9 and IE10, looking at the issues we found during this endgame I do not think there are users that use our editor or IE9 or IE10 (otherwise they would complain).

Confirmed with OneDrive that we can drop support, as long as we do a major/minor version bump.

F12 approves as well, so i think that covers the major partners (vsts, onedrive, azure, f12/IE).
