Unable to open more than 1 instance of VS Code running in Admin mode (Windows)

Description

Open a VS Code instance in Administartor mode. Open another instance of VS Code and you'll get this error -

Visual Studio Code

[Main Instruction]
A second instance of Code is already running as administrator.

[Content]
Please close the other instance and try again.
