Steps to Reproduce:

  1. Set "workbench.colorTheme": "Default Light+"
  2. Open Chat in Editor.
  3. Focus to a other part.
  4. The input area of Chat in Editor is indistinguishable from the background.

The input area should have a border even when out of focus.
