Linux middle-click-to-paste often does not work in the terminal

Use Linux
Open a terminal
Use the mouse to select text
Use the middle mouse button to paste that text

Expected:
That the text is pasted

Result:
No text is pasted

Additional:

Middle-click from terminal to editor works
Middle-click from editor to editor works
Very rarely, the middle-click into the terminal will work. This has become less likely with newer versions of vscode.
