Telemetry is collected up to the point where the user decides to opt out. This is a problem specially for those concerned about their privacy (specially given we're dealing with Microsoft here).
First of all, the new user telemetry notification should have an option to simply click and disable all telemetry, without having to go look for it on settings.
Also, telemetry should ONLY be collected Once the user accepts it (and not to the point that the user decides against it), as I mentioned above.
Lastly, if you take user privacy as important as it is claimed on the privacy policy, then these changes should be logical.
