Regression: Not a regression

Repro Steps:

Download the project by the command "git clone https://github.com/pratiksanglikar/tye-demo" -> Open the project in VS Code -> Select the "Debug with Tye" configuration and F5 -> Click "Restart" button.
Check whether succeed to restart the debugging without any error.

Expect:
Succeed to restart the debugging without any error.

Actual:
An error "No process with the specified id is currently running." occurs after clicking "Restart" button to restart debugging.

More Info:

The debugging will be auto-stopped after clicking "Restart" button twice.
This issue also reproduces on the previous released Tye extension 0.2.0.
