Deactivation notification is shown when deactivate is populated via terminal history #22314

Testing #22288

  1. Run through TPI in powershell
  2. Create a pwsh prompt
  3. Arrow up looking for the executable print statement
  4. 🐛 when I cycle pass the deactivate command, the warning about deactivation shows up, even though I haven't run the command yet

Closing as that's how terminalDataWrite API proposal works for Powershell, and it's perhaps okay if notification pops up before the command is run.
