[GB18030] The GB18030 language is not supported when entering a name for the storage account #1253

Build Version: V0.15.3
GB18030 Language: All
Reproduce Extension: Azure App Service/Azure Database/Azure Storage/Azure Functions/Azure Container Apps/Azure Virtual Machines/Azure Resources/Azure Static Web Apps

Repro Steps:

  1. F1 -> Select "Create Storage Account..." -> Enter a name with GB18030 language.
  2. Check the result.

Expect:
There is no error.

Actual:
An error occurs when entering a name with GB18030 language.
