No resource shows in "Azure View" after updating the Azure Resources extension build #965

OS: Win10
Build Version: v0.9.9

Repro Steps:

Install the current released Azure Resources extension v0.9.9 in VS Code.
Navigate to "Azure View", the Azure resources show well.
Install a specific version of Azure Resources extension from marketplace, such as v0.9.8.
Click "Restart Extensions" button.
Check whether the Azure resources show well or not.

Expect:
The Azure resources show well.

Actual:
No resource shows in "Azure View".

More Info:
This issue also reproduces after updating other Azure related extensions, see the known bug 2287.
