I've double checked the file... if you grab it and rename it to a zip file, and open it, it contains files that have been modified in the past few days, although the nuget website insists it hasn't been updated in 7 months: https://www.nuget.org/packages/7-Zip.CommandLine/18.1.0
Thanks for posting and looking into this; it seems that NuGet.org added signatures to the packages which changes their hashes.
As a hotfix, I've temporarily downgraded the version of 7-zip in 068032b (there are challenges with the specific behavior of nuget.exe that prevent us from fixing the hash in-place for existing users).
