Bug Report

Steps

Open https://microsoft.github.io/fluent-ui-react/components/toolbar/definition#content-menu
Click on the toolbar button once
Click on the toolbar button second time

Expected Result

Menu is closed

Actual Result

Menu closes and opens again 💣
