Suggested new feature or improvement

For both packaged and unpackaged apps, enable the user to specify protocol activation args for a given external tool.

Scenario

Right now, PI only supports adding tools via a filesystem path. This is clearly insufficient, and not useful in the case of MSIX-deployed tools.
