[Dev Drive Insights] User should not be able to 'Make Changes' if file path is invalid for moving package caches

Steps to reproduce the bug

1. Navigate to Windows Customization
2. Navigate to Dev Drive Insights
3. Go to move any of the package caches for the language of your choice
4. Leave the file path text box empty
5. Click 'Make Changes'

Expected result

I should not be able to click 'Make Change' if I have not provided a valid file path.

Actual result

Clicking 'Make Change' closed the dialog box. Nothing happened.
