Remove WinGet pindown for ArcBox and HCIBox

Is your feature request related to a problem? Please describe.

Due to microsoft/winget-cli#4916 we need to remove the previous pindown which was implemented due to the WinGet DSC module being a prerelease module.

Describe the solution you'd like.

Pindown is no longer needed, as the WinGet DSC module is now released in a stable version.
Also, the pindown need to be removed to avoid issues regarding an upcoming change in the before-mentioned upstream issue.
