Decoding an AVIF with YUV420-encoding with odd height results in green bar at bottom (e.g. open in MS Photos or using the standard WinRT/WIC decoding APIs, as I am using in my app). Note MS Edge displays it correctly, without the green bar. Note Windows version is 24H2.
Steps to reproduce the bug
Open the following file (in the zip) in MS Photos and see a green bar at the bottom, but not in MS Edge. Image was found on the internet, but I've also seen it with a user's image that they submitted to me.
