Repro Steps

1. In Windows Defender Firewall settings
2. set "Block all Incoming Connections" = TRUE
3. within distro -- attempt any network connection e.g. sudo apt-get update

Expected Behavior

WSL should warn the user of broken Windows Defender firewall config

Actual Behavior

Temporary failure resolving 'deb.debian.org'
WSL distribution cannot query DNS -- DNS is broken.
User observes "Temporary Error in Name Resolution"
