[PT Run] Notification bar - Trigger: by common interface

We are planning for the future to replace all toast notifications in PT by other types of notifications. One of the reasons is that the toasts can be disabled by the user and then the information isn't provided anymore.

Since I think that message boxes are to interrupting when showing results of PT Run's plugins, I searched for a possible idea.
My idea is a standardized notification bar that can be triggered by the plug-ins via a common interface. This message bar can be used for warning messages from PT Run (e. g. no plugins enabled) itself too.

Features of the notification bar should be:

• Can be triggered from plugins by a common interface.
• Can be used from PT Run itself. (Example: No plugins available.)
• Defined types of message (color and icon): Error, Warning, Success, Info
• Auto hiding after timeout.
• Button to close the bar.
