Show running programs on top in PowerToys Run

📝 When searching in PowerToys Run, show 1 or 2 currently running processes that match the search string with a high confidence at the top

Often, I use PowerToys Run to open currently running processes and sometimes they are at the bottom below matches to open programs (often unrelated ones and even below file results at times). It would be great if some currently running processes that match are displayed at the top.

Can you provide a screenshot / sample query so we can get a better understanding

For example, consider this screenshot:

At the top is Microsoft Teams, which is good. But I also have Teams running and the result for that is way down after 2 other irrelevant program matches and lot of file/folder name matches (6 in this case) and after that I see the result for Running: Teams.exe. It was the 10th result on the list. Ideally, this would be at the top so that I am not scrolling so much.

Looks like a tad of fine tuning is needed.

@crutkas This relates to #5452. Would be nice if warnings and running apps will always be first in the results list.
