Steps to reproduce

CLick on powertoys icon on system tray. Compare shortcuts shown to list of all apps selected on more page or dialog box

✔️ Expected Behavior

To see all Powertoys I selected on More screen

❌ Actual Behavior

Only saw a few.

Many of the tools need something first. FancyZones works when dragging a window. A number of Explorer-related ones need (a) file(s) to work with. Always on Top only works when a window is active and a hotkey is pressed...
Considering that, is there one we missed?

we're working on improving this via #26816.

but most utilities require invoking with an action. Example, always on top requires a window to be in focus
