Colorize border of Run panel

Description of the new feature / enhancement

A slight 1px wide colorized border for the Run panel, to make it stand out a bit more.

The border should be the same color as the border, that regular windows have when active.

Scenario when this would be used?

When opening the Run panel for the first time in the session, initially no suggestions are presented yet: only a floating text is visible. Because I am using dark mode, the panel doesn't stand out too much against my other dark windows.

In Windows, the active window gets a small 1px (or so) wide colored border, to accentuate it a bit. It would be nice if the Run panel would get this slight bit of styling to make it stand out just a bit more. It'll be easier to spot.

Later, after having used the Run panel once, upon re-opening, previous suggestions are presented again, which are also colorized. In that case the Run panel is much easier to spot.
