Description of the new feature / enhancement

To enable word look up easily and faster as one use the spotlight feature in PowerToys.
Dictionary could be download in settings and use them offline, so with spotlight [Alt + spacbar] one can search anyword offline.

Scenario when this would be used?

Reading offline on your PC and would like to look up a word, of course you can use your phone to do that, but to maintain focus it would be convenient to have such a feature in PowerToys.
