Description of the new feature / enhancement
Overview
jpg pictures in Windows support photo tags. These can be very useful when searching and organizing photo collections but almost no one uses them because the current methods of managing them are awkward. Furthermore, since these are all freeform tags it's very easy to end up with inconsistent tags like "cat", "cats", "blackcat", black cat", "black", etc which makes searching very difficult.

Scenario when this would be used?
Sample Use Case
Let's say you just returned from a vacation where you took a lot of pictures and want to easily tag them for filtering later.
Several months later, you want to find a picture of your spouse. Open explorer and type your spouse's name to find all pictures of them across all photos. You decide that you want a photo of them from this specific vacation, so you add the vacation name to further filter the results and show only your spouse during that vacation.
Alternatively, several third-party apps have support for using image tags even if they don't have support for managing them.
