Description of the new feature / enhancement

What about add a tool to scan QR code on the current user screen and decode it.
And there are some area on the window contains text but user cannot copy it. Or some text on the pic.

Scenario when this would be used?

When I need to decode some QR code and inspect it. Now I can only search a website and upload the QR code, which is inconvenient.
When I need to copy some text on the pic or window title bar, I can only type them myself. It's inconvenient.

Supporting information

We can use Tesseract to recognize text on the pic.
