Description of the issue

Resources below fail Test-DSCConfiguration if Absent, condition in Test-TargetResource is not correct. These are the remaining ones in the tree that still have the condition unchanged, note that I raised a PR for TeamsCallParkPolicy but mistakenly changed another policy that also required the same fix.
