[SCSensitivityLabel] Multiple settings no longer a separate property but now stored in LabelActions

Details of the scenario you tried and the problem that is occurring

The SCSensitivityLabel resource is using several properties that are moved under the LabelActions property. Therefore the label isn't created and checked properly.

For example:
Header, Footer, Watermark and SiteAndGroup settings

Also, the labels no longer support FontNames. These need to be deprecated.
