[SCSensitivityLabel] Multiple settings no longer a separate property but now stored in LabelActions #3035

Details of the scenario you tried and the problem that is occurring

The SCSensitivityLabel resource is using several properties that are moved under the LabelActions property. Therefore the label isn't created and checked properly.

For example:
Header, Footer, Watermark and SiteAndGroup settings

Also, the labels no longer support FontNames. These need to be deprecated.

Verbose logs showing the problem

Suggested solution to the issue

Correct the code to configure the properties correctly.

The DSC configuration that is used to reproduce the issue (as detailed as possible)

The operating system the target node is running

Version of the DSC module that was used ('dev' if using current dev branch)
