Issue description

The Eclipse APT plugin is applied by default and is causing tasks to be out-of-date because of added APT configuration. In most cases, users don't use Eclipse, so I would suggest to revert the logic and only apply the APT plugin if the Eclipse plugin is applied.

This is a minor breaking change.
