This is just a suggestion, decide if it's worth investigating: the H-curve has a better (and conjectured optimal) locality than the Hilbert curve.

It is, however, cyclical (the last element of the curve is adjacent to the first). In many contexts that is appropriate, but here it might not be.

I don't know of any implementations though
