[BUG] - Downloading Recipes From Different Households Fails Silently

• I already read the docs and didn't find an answer.
• This issue can be replicated on the demo site (https://demo.mealie.io/).

What is the issue you are experiencing?

When I attempt to download a recipe (using the download function) from a different household (within the same group), the action silently fails and nothing is downloaded. I can download recipes that I or other members with my household have created, but I cannot download recipes from members of other households.

If I change households, I can then download recipes created by members of my new household.

There is similar behavior with the Share function. That issue appears to be addressed in fix '#5065 - fix: Invalidate Expired Shared Links'. Perhaps these issues are related.

Steps to Reproduce

1. Log in as user1 in public household1
2. Browse a recipe created by user2 in public household2
3. Select 'Download' from the dropdown
4. A red line loads across the top of the screen, but nothing else happens.

5. Change user1's household to household2
6. Browse a recipe created by user2 in public household2
7. Select 'Download' from the dropdown
8. Recipes downloads successfully
