Set Cache Control header in nginx to 'no-cache' for Open Zaak, Open Notificaties, Objecten, ObjectTypen

After discussing this issue with @Coperh maykinmedia/open-api-framework#57 we think it would be easier to set the Cache Control header in nginx than do this via Django. This is necessary for Open Zaak, Open Notificaties, Objecten, ObjectTypen due to Taiga AMS 18
