Leaving off bind_address or bind_addresses on a listener config will not fail, and will be announced in the logs as synapse.app.homeserver - 206 - INFO - - Synapse now listening on port XXXX, however it does not bind and clients cannot connect to synapse through it.

I suspect that is the appropriate behavior, but I would suggest that synapse should fail to start with a invalid handler config and throw a huge unmissable error.
