When importing a large ban list (e.g. #matrix-org-coc-bl:matrix.org), each server ban causes the ACLs to be updated in every protected room. This means for 100+ server bans, the ACLs are updated 100+ times. It would be great for the ACL updates to happen all at once. So all bans are imported and then the ACLs are updated once. This would reduce event spam in protected rooms and reduce the overall number of events generated.
