I think they don't exist at Matrix, but they do exist on some brudged networks such as Snoonet. Could they be directly given PL50 as they cannot kick equals and are similar to PL50. Or should ops be given PL75 or something artificial higher than PL50?

I think anything higher than +o (and lower than +v) can be ignored at IRC as I have understood IRC Services to usually grant +o at the same time as owner/admin, probably to handle IRC clients not understanding the unstandard modes. And there is a thing known as half-voice in InspIRCd example config file which is supported by nothing else.
