In order to make a logical connection that the screen-lock background is configured by the background preferences, consider the following: Add an "Open desktop background preferences" link that opens mate-appearance-properties -p background, as illustrated with red text here:
Appearances preferences
Add "Desktop and Lock screen" text
Add a "More lock screen preferences" link to mate-screensaver-preferences:
Actual behaviour
The Style, but also the Colors (for transparent images) setting, is listed at mate-appearance-properties -p background. They are controlling both the Desktop background, and the lock-screen background.
Steps to reproduce the behaviour
Open mate-screensaver-preferences
Enable "Lock screen when screensaver is active"
