Currently it's built into the settings page, but it would be more consistent as an edit button somewhere, and to reuse the original "create" form.

Inlcude an option to remove the library, too, as requested in #1425

The editing page is now fine, but it needs a delete button and an improved layout on the settings page to view the libraries.
