Apparently parameters tag edition are still not supported in Visual Studio IDE (microsoft/vscode-jupyter#1121)

Workarounds:

open notebook as json
This extension also it looks a bit sketchy. Requires Visual Studio insiders version and problems to install are reported https://marketplace.visualstudio.com/items?itemName=donjayamanne.jupyterpowertool
drop notebooks ...
