[bug]: Email updates for Estimate modifications are blank

Current behavior

When I update the Estimate for an Issue I expect the email update sent to issue participants to describe the changed Estimate. Instead the email is sent but the update is missing.

Steps to reproduce

1. Update an issue's Estimate
2. open email sent as a result
