InStockOptionSelectBuilder does not consider backend setting for "Show out of Stock"

Preconditions

1. have a configurable product and some assigned simple ones
2. one of the simple is out of stock
3. option for display out of stock products (stores -> configuration -> catalog -> inventory -> display out of stock products) is set to yes
4. magento v.2.2.6 and above

Steps to reproduce

1. visit according product page

Expected result

1. the out of stock option is shown for the configurable product

Actual result

1. the out of stock product is not shown

problematic line of code is within the option select builder (https://github.com/magento/magento2/blob/2.3-develop/app/code/Magento/ConfigurableProduct/Plugin/Model/ResourceModel/Attribute/InStockOptionSelectBuilder.php) in which the above mentioned setting is not considered
