PayPal gateway error

Preconditions

Magento 2.2.3....PHP 7.026

Steps to reproduce

1. Click on Payware category
2. Click -> Add to Cart
   
3. Click -> Proceed to Checkout
   
4. Click PayPal button
   
5. Click -=> Continue to PayPal button
   
6. After approx 30 secs...produces this error -> Payment Gateway Is Unreachable
   

Expected result

1. Should proceed smoothly through the PayPal process and return you to completed order

Actual result

1. After approx 30 secs...produces this error -> Payment Gateway Is Unreachable

I'm getting something similar with 2.2.2 but not sure if it's directly related. I have Payflow Pro setup as a payment method. When choosing the first option, my cards are all declined. When choosing the second option (PAYPAL EXPRESS CHECKOUT PAYFLOW EDITION) Continue to PayPal button, I get "The PayPal gateway rejected the request. User authentication failed." I have no idea why this is happening.

I'm also getting the issue described in #9646.

We were not able to reproduce this issue by following the steps you provided. Make sure that you have correctly configuration for paypall. Please provide more detailed steps to reproduce or try to reproduce this issue on a clean installation.
