This is happening on almost most videos videos on Chrome. I experimented a bit, and on youtube videos if I change the quality it seems to appear again.

I am using an m1 Macbook. I don't know if that has any effect

I can't reproduce the issue.

Could you please follow the standard bug report template, and provide steps to reproduce, and a video of the bug in motion? Without these, it's often impossible to investigate such setup-specific issues.
