Encoding conversion with SQLGetStmtAttr #22

Calling SQLGetStmtAttr (or SQLGetStmtAttrA) calls the driver's SQLGetStmtAttrW but does not do encoding conversion when retrieving a custom attribute.

I will make a change to make A call A by default and W call W. This may solve the problem without opening the bag of worms that conversion would be.
