locust inactivity after reaching 9000 user issue

hi all , I have an issue with locust I want to test system with more than 50000 user but I run locust in aws instance all I have is 9600 user and this was the maximum number of users that my locust reach after that it stop doing anything with out finishing it self

I suggest you start by monitoring your locust instance and system under test.
