add developer documentation

I'm interest in contributing to this project. Actually, I'm not a Python developer. I mainly use Java and Kotlin, sometimes Rust. I would like to contribute with some other people at a local Hackergarten event, who know Python.

It would be helpful to have a README file with informations for developers. Kind of a "how to start contributing" guide.
